Meh, the latter. The differences are not as radical as some people pretend, but they still are very different itterations from one another.
You are unironically better off watching the original CW cartoon and reading the Luceno novels he appears in as well as the novelization (asuming you haven't already) if more of RoTS Anakin is what you want.

He mostly behaves in the show like he does in the first five minutes of RoTS.

They do, but each instance if kept mostly seasons apart because when it does shine through they really want to make it count, and the wholeheartedly succeed in. But yes, the show mostly portrays Anakin at his best because RoTS is when Anakin is pushed to his worst because everything falls apart for him.

The new movies are so shit that the Prequels look amazing in comparison. Watch the prequels through the lens of Palpatine and only focus on him. The prequels are Shakespearean compared to the new movies.
The Clone Wars is fantastic. If there's a better piece of Star Wars media, I haven't seen it. (Although the first season or two aren't animated as well and the dialogue with Ahsoka in those seasons is somewhat cringeworthy in fairness)

His voice is pretty different to what it's like in the films but his personality is basically what it is for the first acts of episodes 2 and 3. He gets darker towards the end of the show, particularly the Crystal Crisis story, but that wasn't fully animated because of the cancellation.
