I've been thinking about the movie too.

Start the movie with Cassandra Cain surrounded by dead goons. Flashback of her dad raising her to fight and be a killer. Flashback ends with Black mask killing her dad and her tracking down the goons. Cut back to her surrounded by goons being taking away by police.

In jail she meets Harley Quinn who off hand mention she's there for blowing up a chemical plant.

Cut to Black Mask stressing over a mysterious person taking down some of his operations (Huntress) Zsasz comes in and says the macguffin flashdrive is missing and Cassandra Cain probably has it from her dad. Black Canary is in the club singing.

Back to the police station we see Renee Montana. She's a retired question after her girlfriend died. Then the police station blows up and it's black mask after Cassandra Cain. Harley takes this opportunity to escape, but for some reason Harley feels compelled to take Cassandra with her.

Now back to Black Mask flipping out they still haven't caught Cassandra Cain. Offers a reward to anyone who can get her an eves dropping Black Canary decides to take the offer as a way to get out of Black Mask club. We spend some time in her dressing room.

We now go back to Renee at her police desk bottle of whiskey going over picture of Huntress, Cassandra Cain, and Harley Quinn trying to put it all together. She has an "Aha!" moment and grabs the bottle of whiskey looks at a photo of her an her dead girlfriend, puts down the bottle and grabs her old question mask.

Now the whole criminal underground is looking for Cassandra. Cut to her her and Harley commiting crimes and hanging out. Like stealing a hyena and the whole thing is a silly montage.

It was enough rethinking at the kinoest of the kino egg sandwich scene for 2 seconds for remembering the absolute kino this movie is

Harley get's a phone call, it's black Mask. He found out she has Cassandra, and tells her he is willing to overlook all she has done if he hands her over. She looks at Cassandra and hangs up.

Harley is taking Cassandra to an old abandon carnival, comments it use to be an old joker safe house. Jump to Renee arriving at the carnival, when somebody approaches from the shadow. It's Huntress. Exposition of her filling in for Batman after he went missing and how Black Mask is running the criminal empire. They decide to team up and find Cassandra Cain and take down Harley. Renee also throws away her mask deciding to move past her costume life behind her.

Cut to inside an old circus tent Harley is loading shotgun full of party bags when she's attacked by Black Canary. Black Canary uses her powers and reveal Harley actually sold out Cassandra. Harley confesses but apparently had a change of hear. The. They are confronted by huntress and Renee.

Black mask shows up and Cassandra decide to give her self up in exchange for the other women. immediately starts shooting. Turns out he set all this up to get rid of the women in one place that truly stand in his way of complete control. Women decide to team up. And take down black mask. They win and Cassandra is about to kill Black Mask, Harley Quinn gives a speech about how she doesn't need to be a killer or let other define who she is. Happy ending, and they decide to form Birds of Prey but Harley decline saying she's done with teams. Cassandra ask to come along, Harley pulls out a cheap Batman mask and says Gotham needs a new bat. Last shot is Renee behind the computer telling the birds a crime is happening. Huntress, Black Canary drive off in motorcycle on the roof we see Cassandra Cain in costume mask is a combination of back mask and Batman.

End credit scene is Harley walking through the forest and a vine suddenly grabs her stringing her up, Harley Quinn says "Your not still mad at at me, are you Red?" A red headed woman comes out of the shadow.

...Harley isn't on the run and operates out in the open, advertising her office.

So either the police is terminally incompetent they can't find her and arrest her, or the movie wants us to accept that what she did wasn't all that bad that the police isn't really interested in catching her.

Spoiler: if you read the interviews with the writers and directors and Robbie, it's the latter. The movie wants us to accept that Harley isn't that bad and whatever she did is totally fine. Even if you ignore that in the previous movie she helped murder Robin ("not canon" or whatever) she still blew up a crewed factory and started a huge fire and nobody gives a shit.
