And given that some shit is literally irreplaceable (out of print/signed by dead authors), unless there's someone out there selling the exact same product on eBay you're going to get exactly what you listed the price for online.

The owner will be okay. The treasures he kept are gone forever but at least he will be okay. This isn't as tragic as some horrible shit you hear about when insurance companies weasel their way out of paying you or find ways to delay paying you like with the hurricanes or the wildfires. Or worse when successful legal action against huge corporations wins you money but it takes decades for it to be distributed to the victims, who might be dead by the time that happens.

I can speak to an actual insurance underwriter. In person. I could even go wake them up RIGHT NOW as I type this to double check what they already told me. They sleep only feet from me right this second. No insurance policy will pay out for war or riots. All policies sold have exclusions for both.

Losing some property doesn't permanently ruin a life. You know what does permanently ruin a life? Getting strangled to death.

Things like vandalism are 'expected'. A lot goes in to calculating insurance policies, and that's one of the jobs of an Underwriter is doing exactly that. They figure out how much risk is in a policy based on every factor and if they should give a policy out at all. How much people pay for that policy will inflate if they are high risk, but it's possible you'll be told to fuck off right at the front door if you are too high risk.

Your comic shop likely paid out the nose for being in such a high risk area.

This. I have relatives who are super-white, and have been arrested a number of times, for drugs, fights, reckless driving, various redneck offenses.
I've never had to wonder if they'd survive being arrested as long as they were drawing a weapon on the cops. Getting arrested as a white person in America is actually pretty safe. Once in a very great while a white person gets accidently shot by some twitchy rookie/retard-cop or some awful mistake. But generally it is as safe as COPS show.

Minorities aren't asking to not be arrested for wrongdoing, they are asking for the arrest to be survivable. Its been super-dicey for them for generations. And that's not even getting into sentencing biases, that's just getting safely to jail.
