The sequels will be named Batman and the Order of Chaos-main antagonists are the Talons assasins group Reeves wants to use, Joker will appear but not as main villain and some other Arkham villains too.Batman The Arkham Knight-the film is Reeves dream because he wants to use all Arkham villains in it that will survive the first two films, Joker as main villain. Johnny Depp is not going to play Joker in these films, he is considered though.

Court of Owls begins and ends with secret cabal. That’s all they are. So their entire significance comes from a retcon, and nothing else at all.
