It was a cute show but it really didn’t have a comedic “hook” for a wider audience like TLH does.
For those of us who’ve seen a lot of cartoons and seen every cliche in the book done to death it’s refreshing that the protag is such a sweetie with the kind of neurotic quirks usually reserved for non-leads, but it’s totally possible that doesn’t work as well for kids other than ones who relate enough to self-insert.
With TLH they took a time-tested Cheaper by the Dozen premise and then made all the siblings cute girls, which gives girl viewers some sideplots they can relate to and boy viewers a chance to have their first waifu. It isn’t a good show but it’s definitely written down to kids and has enough cheap laughs to keep them entertained
Funny enough, Harvey Beaks had the same number of episodes as Rocko and Aaahh!!! Real Monsters.
I guess actual amount of content produced doesn’t matter as much as whether or not they actually air and market your show in terms of being seen as a “success”

A combination of worse scheduling than the TLH, significantly less promotion than the TLH, and a "gimmick hook" that was less immediately appealing than TLH (two wild children teach neat kid how to break rules vs. only son in a 11 children family) as pointed out.

Back in 2003, an animator named Amy Winfrey (previously worked for South Park as animator) created a web series named 'Making Fiends'. It was one of the most famous web series back in the day, that Nick eventually approached Winfrey to turn Making Fiends into an animated TV show.
But then the problems came. Instead of going to Nickelodeon as planned, it was shifted to NickToons. Even with that, it was still the highest rated show on the NickToons Network, proving its high quality. But then Nick abrupty cancelled it for some reason and kept the rights of the series, so Winfrey legally can't create new Making Fiends episodes again.
