This shit had like 20 tie-in issues, yet in the end absolutely nothing in the event mattered in the long run and nothing about it has ever been brought up again. Does anybody even remember the Ruul?

I remember Standoff because it set up the entire Captain Hydra saga.
Don't remember much about the others, hell I never even read Eight Day.
And this is why you only remember a handfull events. The good ones mattered or introduced new elements

Name a shitty one, it may be labeled "nothing will be as before", it will not progress the characters or change anything.

Zig Forums was going nuts over how good it was. It wasn't some big end of the world event, it felt grounded compared to all the other events for the last 5 years.
Quality has nothing to do with it. Events are only remembered because A) Major change to the status quo that lasted, or B) It being REALLY bad.

talking about stuff that happens off panel, like "this region of Hell has just fallen to Satanus' forces," and the Earth mage characters spend most of their time asking "why are we here?" and running away from regular hell-guards.

Sound like awful writing. Man, what a wasted opportunity. They could have had huge cinematic battles between the various factions, the earth mages kicking ass (Detective Chimp was in this!), all kinds of stuff.
Nobody talks about Operation: Galactic Storm despite the huge tie-ins and massive ramifications

Events where the status quo doesn't change at all can also be remembered. Infinity Gauntlet is a classic even though at the end of the day, it only a long-lasting impact on 90s cosmic books most people didn't read.
Whatever happened to the Ruul? By Annihilation, all the Kree had reverted back to the status quo.
PAD was the only one using them... I think they did disappear after the reality reset, so I guess you can blame Genis for them.
What reality reset?
It set up the Infinity Watch as well as forever made it so the gems would keep being drawn together again and again forever. Hell, almost every time someone makes a gauntlet, it looks like it belongs Thanos even if he isn't even part of the story.
Anyone remember Fear Itself?
Heroes Reborn
Maximum Security was the story that reset the last of the changes made by Galactic Storm, restoring the Kree as a major power. The divisions in the Avengers and the Steve vs Tony schism had been settled years earlier, and Avengers Forever retconned Tony's actions in Galactic Storm as being because of Immortus.
People remember it for all the wrong reasons.
It was almost funny how Superman was sadder about 9/11 than about this event even though in-universe far more people died in OWAW.
Genis helped Entropy kill Eternity, destroying reality, and then taking his place as the new Eternity, spawning a new reality which was mostly identical to the pre one.
Keyword being "mostly".
Among the differences, Genis got a sister, Phyla.
One can easily blame the disappear of the kruul on it, as well.
Only thing it will ever be remembered for is contributing to the death of every single comic involved
