It's a comic made by an actual insane person. The train of logic is hard to follow.

I can't believe I actually agree with the assigned male self-insert this time. The state holds an unjust monopoly on the legitimate use of violence, and it's considered acceptable for the state to use incredible violence against those who opposes the current state of things, while even the slightest violence of the individual is considered unconscionable. These "let's not be too hasty" types never say things like this about foreign wars, or even anti-government violence in foreign places such as Hong Kong. It's only when American black people start to get too uppity that violence suddenly becomes too steep a price to pay.
