Not really. If someone is compensated for their loss, even if it's from the person who wronged them, it's a different concept from simply harming the wrongdoer in retaliation. In fact, I spot a contradiction in my post, let me issue a correction:

The very idea is nonsense.
You can have "punishment dealt to the actual perpetrator of the crime" with organized law enforcement, but it's also not "justice" because there is no objective measure of what kind of punishment is just or not.
If somebody kills a man in cold blood, is it more just to also kill the murderer? Is it more just to put them to forced labor until they make back the monetary value of the life of their victim, as calculated by some formula? Is it more just to kill their loved one, so they have to feel the same loss? Is it more just to put them trough years of psychological work until they realize the depth of their crime and genuinely regret it, and become a good person and a valuable member of society?
Everybody is gonna have a different opinion. People will never agree on what's "just".

However, without organized law enforcement, you can't even rely on the mob rule to "punish" the actual criminal. Emotionally charged mobs have been accusing and lynching innocent people since time immemorial. You need some form of cold and calculating organized force to find proper evidence and track down the actual perpetrator.

But unfortunately, "restorative justice" is only one specific definition of "justice", which has a broad range of meanings, and everybody uses it differently. And most people use it to mean "just punishment"
