Fantasy settings are never supposed to be utilitarian. Practicality defeats the intrinsic idea of fantasy. If you're going to design a construction machine, then go balls to the wall. It's fantasy, make it fantastic.

One of the underestimated things in world building is deciding how magic affects technology growth. Avatar is traditionally good at this. It would make sense for the fire nation to have some sort of device for this.

We know their world is advancing fast, but with how old Sokka is there, I don't think it could advance that fast.
If they were dead set on using a forklift, they could have at least made it look older or more stylized to fit whatever nation it's coming from. Not like, ceremonially adorned with ornaments; but we saw different looking machines between nations.
If they were smarter, they'd use an older-designed fork lift or a pallet. The pallet makes the most sense, since there's nothing mechanical about it, but they could use the older forklift design and use it as world building.

They'd still have to rely on hoisting it themselves and it might not ever have modern tiles, but just literal wheels. Anything is better than a modern-day forklift.

I saw forklifts when I was doing work in the South Pole. We had to clean the snow off the rocks and it was hard to drive with the ice, but it worked. Better than having to carry the supplies by hand.
