Everyone keeps on saying that Superman is too OP, forgetting that most vidya characters are OP. They also forget a lot of Superman's villains can go toe to toe with him. If most people think like this, I doubt any developers could do it either.
Here's the problem - assuming we're using the Rocksteady model, most of the game would be spent fighting random goons, not just the big-bads, which would either have to settle for being mind-numbing or dishonest. You could try doing something like Spider-Man: Shattered Dimensions which a broken-up structure, but Superman's pantheon doesn't nearly have enough overlap to make it work.

I honestly don't think so, every scenario I can think of comes with some kind of monkeys paw.
Best I could come up with is something like boost-a-thon Sonic the Hedgehog, but without the risk of ever falling into a pit, with a mix of the Dragon Ball Z fighting games.
Basically Superman has to get to the places that need him, and he has to do it fast, because shits getting wrecked.
Hell, maybe an added bit of tension would show the disaster unfolding in the upper right part of the screen. When you finally arrive on the scene, the play style shifts over to an arena fighting game.
Quite honestly, I would love a game that uses Asura's Wrath's gameplay as a basis, at least for boss battles.
The thing is after all the bad Superman games many execs are scared to try. It's like they think the character himself is cursed and not to that those games were bad due to incompetence
I don't think so. It's not just about who he fights, but also about the world. It'll be too small regardless. He can fly anywhere from a couple of Mach to faster than light. Having a detailed enough world large enough to do that in isn't something that's been done yet.

I feel like there's something to a game about optimizing what you can do given that there are infinite responsibilities. There are constantly bad things happening and how do you deal with having to pick what to do?
That is a hard one though. Probably what I'm describing also is lacking in broadbase appeal as well. But I think of that great story in All Star where he can't save Pa Kent. He's not God.
Simply using a lower powered version of Supes is probably easier.
Besides god tier cosmic threats to punch what ways can Superman's villains be used in a game? Throw in your own ideas. Here's a couple of mine.
Mister Mxyzptlk for wacky submissions where he warps reality to troll you and you have to beat all his games/levels for true 100% completion, kind of like collecting Riddler trophies. It's the perfect villain for a video game, the game creators can literally do anything with him including fourth wall jokes.
Use a mix of x-ray, super speed, and heat vision to find all of the traps/bombs planted by Prankster/Toyman all across Metropolis.

it's not as lacking as you would think, Xcom is a hugely popular series and two of the games in the new series have you basically choosing which parts of either the world or the city you want to focus on and there's a panic meter that you have to manage, I think a Superman game would have to have something like that to make it challenging
That gameplay looks dreadful. No matter how much I skip around in the video it's all cutscenes and QTEs with obnoxiously large button prompts.
Asura's Wrath doesn't really have what I would call gameplay, it is based though, way better than most of the Telltale or David Cage movie games

People were creaming their pants over the Avengers game (before we got a peek at what it actually looked like), which has Thor in it, and I sometimes see people wanting a Wonder Woman game.
The challenge in the wonder woman game would be handling diplomacy and resolving conflict, I'm kind of surprised no one has made a diplomacy simulator, only political and war simulators

I don't know if they were all rocksteady but apparently WB has been pitched like 3 different Superman games in the last 9 years and said no to every single one
