Also, the gun isn't just there for the gags. Having Elmer just walking in the woods dressed like a hunter and holding a gun sets up everything we need to know about the character and context in a single image without having to say a word. He could immediately lose the gun and it would have still done its job just by being there in the first place. This guy is an idiot.

Well, there is some veracity to the obvious implememt limiting options.
If Elmer has a gun then there are very limited actions he could sensibly take because it's all about the gun. And guns are very linear in the way they function.
If he doesn't have a gun you have to come up with more elaborate and colorful scenarios for him to hunt his wabbit.
And I imagine by now EVERY gun gag has been done to death. Although the same is probably true for most alternatives, too.
