I think the idea was that it's supposed to be during the time when the students are all headed to the buildings to take midterms. Of course, if it were around that time, that would also mean that the streets should have way more cars on it from students driving into campus/people driving into work, which makes how this chase has played out even more improbable. And furthermore, unless it's different in Indiana, midterms normally take place during regular class times, so there's no special scheduling that would mean more students out and about than average. Willis' truncated college experience shines through yet again.

This chase has gone on for several minutes with Blaine speeding and is just now reaching the university, it probably took Becky something like 2 hours to walk to the Evil League of Evil Dad's lair.
