How would it work? I'm thinking Robin could be a private detective. Cyborg could be a war vet who lost an arm, a leg and an eye but still manages to work as a cop or a bouncer. Starfire could be a Russian immigrant who fled the USSR and now works as a singer. Raven would definitely be a mob boss daughter. I don't how what Beast Boy could be.

Robin is a rich bored kid who dabbles in detective work because Bruce Wayne, his legal guardian, is famous socialite sleuth along with his wife, Selina Kyle, and the two of them got this Thin Man dynamic going on. Dick spends a lot of his time loitering around New York.
Cyborg is a bit older guy, badly injured amputee war vet who works in a garage. He’s got one of those primitive hook hands and a metal plate in his head.
Raven is a girl running a fortune teller scam at Coney Island, despite having some minor medium powers.
Beast Boy is a fairground freak show jungle boy attraction at Coney Island due to a childhood sickness turning his skin green.
Basic premise is Dick stumbles into a criminal plot orchestrated by Abra Kadabra while loitering around the Coney Island boardwalk and ends up teaming up with the local kids working there. Cyborg ends up offering a helping hand later when the teens venture into the dark night streets of New York and get into a bit of a trouble, and becomes something of an older brother to the group, helping out with shit young kids couldn’t do.
Speedy, Donna and Aqualad might be additional carnie kids who join up later.
When I think of teens and noir the first thing I think of is Blue Velvet

Cyborg is essentially powered by a huge Ford engine for most of his torso and instead of his white noise cannon he has a flamethrower arm
Starfire is raised as a French aristocrat's daughter after landing on Earth in a semi amnesiatic state as a young girl after her sister Blackfire locked her in a rocket and shipped her off world out of childish jealousy

Beast boy being a circus freak made no sense in the tvshow, nor in the comics. I can see him turning into a mobster with a heart of gold, doing bad things because he owes the boss for taking him in when he was left a orphan.

You could definitely get a lot of mileage out of medical quackery and technology fairs when doing noir Doom Patrol.
I would have to write out Starfire and Roy.
Starfire- her arc more or less follows the comic, but I'd end it with her defeating blackfire. And her leaving the Outlaws to rule her planet.
This would be big hit on the team and Jason and Roy split.
Roy decides to become sheriff of the town which the comic first started. His Deputy is Nightwing.
Jason, decides he's done and just wants to travel by himself.
I can see Dick wearing a golden pocket watch instead of the "R" on his chest because it was a gift from his parents. He meets Raven on the boardwalk when she seductively offers him to read his palm while she steals her watch. Suddenly she sees her dad's henchmen looking for her so she runs away with the mobsters pursuing her. Dick realizes his watch is gone so he also runs after them. They get into a dead end and just before they grab Raven Dick says some one-liner and beats them up. They become friends afterwards but Raven's dad is after Dick now too.
So to answer the question. I'd do a freakshow. Bizzarro is an attraction (personally I'd switch him out with Grundy)
Artemis is searching for her weapon which is in the show in the oddities around the world tour. She has no idea how to act civil so she causes a big fight.
Jason gets roped into her fight, and when they look like everything end Bizzarro saves them. The three then end up together in sort of a Samurai champloo style
Bizarro could be a strongman who used to be very successful but after an accident in one of his shows ended up retarded like Forest Gump.
Who cares about bizarro? superman could literally be circus strongman in this timeline because his original costume was based on a 1930s circus performers.
