Anime follows abstract aesthetic laws because they are an abstract aesthetic people. And so they have abstract aesthetic limitations. Characters win or loose when it FEELS like they should win or loose.

Western cartoons follow no laws because we are an analytical people and know that this is all bullshit so you might as well bullshit to infinity and beyond. Characters win or loose when you WANT them to win or lose (or if it serves a narrative or comedic purpose).
