That's actually from Frozen Fever, the first short. The whole short is a song that takes place from morning till dusk. And at that point they're already at dusk, near the end of the song.

It originates from concept art that was for when Frozen was more of an action/adventure story. See also the brief scene with the sideways icicles where Olaf impales himself. It doesn't make sense in the context of the final cut, but it was supposed to show how unnatural the snow was. It was to hint to a malevolent Elsa's powers.
