Eggman is literally unbeatable as long as Sonic isn't involved. Especially in the Archie continuity, where he already destroyed/enslaved entire universes and was only hanging around in the Archieverse for a challenge.

This. Sonic can be pretty busted and even then he barely wins and Eggman still has an empire to crawl back to when he loses. And sometimes he outright wins.

I'd rank them all as pussies.

Rick is a multiversal threat. He can do literally anything because he's a shitpost character on par with Powerman.He's like a gag character, but instead of being able to do anything as long as it's funny, he can do anything as long as it doesn't make his life fulfilling.
Below him, I don't know about Drakon and Cortex, but I'd say Eggman>Wily>Doof

Capcom has literally never confirmed Wiley created the Maverick Virus. Also, the Maverick Virus was what prompted the creation of X and by that point Wiley would have been reformed (Wiley goes good eventually), so you'd think if he DID create it, he would have shut it the fuck down.

Eggman's incredibly self-destructive. Even absent an external threat and absent his most dangerous he practically seeks out ways to get fucked. I genuinely don't view him as the biggest threat there even if he is by far the most bloodthirsty.

Wiley invented machine souls. He's basically a god.

He can easily be defeated, but I'm rating them in terms of raw damage output.
Doof setting up a joke and potentially turning a galaxy into a golf course or Robotnik/Eggman breaking space and time a cross multiple universes are entirely possible within their characters regardless of their weakness to a punchline or a blue hedgehog.

Rick might have insane plot armor but his writing style gives him such an offset of weaknesses in wich his bullshit has to make sense or be self serving for the audience, that already limits his scope of danger a problem Willie doesn't have despite him needing an insane amount of prep time and resources to be threatening, if anything his threat level is dependent on the level of development the universe you put him in has achieved.
