No it's not. What happens if the police were defunded (which doesn't mean "reduced funding," that specifically means "no more funds")? First, people would take an active interest in protecting themselves, so they'd buy guns and create neighborhood watches. Second, there would be a big market for private security and defense. Policing would become privatized.

I actually looked into school funding and performance years ago. Schools need a certain amount of money to properly function, but beyond that, spending more money on them doesn't actually make a difference on student performance.
