I know nothing about anime, is it unusual to hire children voice actors? Because in cartoons, there's like, a 50% chance the kid character will be voiced by a real kid. The percent is like, 90% for pre-school shows. But anime is not "consistently for kids" like cartoons, so I don't know if there is a difference.
