It doesn't matter if it's the most useful power ever. Katara is character who is basically pious, she treats the spiritual balance idea with reverence, she has a very black and white world view morally. The episode shows blood bending as abhorrent against the natural order, why would you screw over a series worth of character establishment by making Katara suddenly okay with that.
And as practical of a power as it is, would it really be fun to watch a show where every situation is solved by Katara blood bending?
