It doesn't matter if it's the most useful power ever. Katara is character who is basically pious, she treats the spiritual balance idea with reverence, she has a very black and white world view morally.
The episode shows blood bending as abhorrent against the natural order, why would you screw over a series worth of character establishment by making Katara suddenly okay with that.
And as practical of a power as it is, would it really be fun to watch a show where every situation is solved by Katara blood bending?

-few people even know it's a possibility and fewer still know how to perform or teach the techniques
-literally manipulating another person's body by painfully controlling their fluids is a pretty fucked up thing to do
-using it requires you to view living things as fleshy waterbags and canonically destroys your mind

Because she's lawful good. Not neutral good. A NG character would have taken up the ability and used it for logical reasons it being powerful and quite useful to help those in need. A lawful good character won't because it "harms" those they use it on.

are you kidding? almost all of the characters get their own little buffs near the end of the story. aang learns spirit bending, toph learns metal bending, zuko learns how to use firebending without focusing on rage, and sokka learns how to be a tactician and swordfighter.

I'd say that blood bending is a matter of bending people as opposed to matter to your will, and that's unacceptable, but spirit bending is the same idea. So I'm sort of stumped. Maybe a "having control over people WILL corrupt you and/or cause nightmarishly bad things to happen" kind of thing?
