Shield obvious, Foundation comes from a universe where trying to use the supernatural backfires horribly 99% of the time, Shield can actually use all the toys they confiscate without to much fear

The best SHEILD has is semi cosmic characters they can call in from other groups, if you allow that. SHEILD on their own doesn't have much when it comes to meta humans. Considering the Foundation has the power to keep Gods at bay (one by making sure he doesn't even exist), and other deamonic creatures and monsters plus the multitude of reality warpers and anchors, plus MTF squads that have been trained to go through nightmarish hells I'm sure The Foundation can over power SHIELD and if worst comes to worst the Foundation could just release the SCPs that can be controlled and even the playing field

i mean to be honest its all about scope, how vast is either organization. also, how cohesive are they. SCP seems much more tightly knit, but shield is much more far reaching in its actions with the world.

Neither. SHIELD is a branch of the Foundation, any infighting would result in both organizations losing members and subjects. If they where forced to publicly confront eachother the foundation would use something that’s dangerous but able to be contained by SHIELD so that SHIELD can save the day and claim that the foundation has been dismantled when it hasn’t been at all.

the only way, in a confrontation, S.H.I.E.L.D has to deal with 173 is if they assault site 19 and everything goes tits up

I doubt Shield could handle having to do some of the horrible shit the Foundation has to do.
