I am not entirely sure. I remember last month or something someone included an excerpt in their post by I think a Disney man who was astonished, even decades ago, at the lack of artistic training that the new blood in the studio had.
I kind of wish I did some fine arts at uni, but I went to a nowhere institution, so I don't know what is involved for getting into training for animation.
Another interpretation of this is the artist's mental illness getting worse over time.

It’s her own fault, she lives in such an echo chamber in her head, she had made plenty of art prior that was just as offensive to the eyes, despite having the technical skill and knowledge to do better, but this was just the straw that broke the camels back
