He is a decent mid-level hero. A bit above street level, but nowhere near cosmic. Probably a solid fill-in on an Avengers lineup that needs extra offense.
His defining features (aside from a complete lack of indoor voice and a natural deficiency in vitamin chill) are his ability to make explosions and his basically reflexive fighting skill. Not only can he make some impressive powerful kabooms as direct attacks, but he uses them to perform rapid direction changes and jumps as a mobility power that almost but not quite lets him fly, as well as using explosions to deflect ranged attacks aimed at him and keep dangerous enemies away by airblasting them.
That's a solidly powerful kit on its own, but it is made much more useful by the fact that Bakugos entire fighting style is based around instinct and improv. He has really damn good combat reflexes and instincts, his battlefield awareness and tactics are solid, but the real boon here is that Bakugo never stops to think. Instead he is always acting, always pushing, always setting the tempo of the battle and being on the aggressive. This gives those he is fighting very little room to breathe and no chance for mistakes without taking an explosion to the face.
The only reliable way to fight Bakugo and win is to just be so super-tough that his explosions literally can't hurt you. But, at that point, you probably are ignoring 90% of the superhero roster anyway so its not like this is a special weakness unique to Bakugo. For lack of invulnerability you are best off tricking an outmaneuvering him, we never see anyone beat Bakugo in a test of actual combat skill. He only seems to lose to instant fight enders like "getting turned into a marble" style powers.
