Not really, Alexander was a character in Crisis and was a hero who went mad living in his own self made purgatory after helping consolidate all the remaining Earths into one. He isn't mad that his Earth wasn't saved he got pissed off watching people squander the gift of rebirth and life on Earth Prime while he was just watching in purgatory.

No but itd be pretty easy to introduce him in Superman & Lois. Clark, Jon, and Jordan all end up on Earth 33 and meet a normal boy named Clark Kent who suddenly gets powers and goes mad that he can't come back with them and be in a world of heroes. They can just have Prime be mentally unstable from the start here.
