It's a frozen river that is somewhat connected to the spirits but it seems like the movie doesn't really explain in which way.
Were the spirits created in Ahtohallan? Do they serve a greater power that inhabits in it?

Ahtohallan is the home of the 5th spirit. The dark sea is the home of Nokk and they skys belong to Gale. Bruni and the stone giants just live in the Enchanted forest lol. Maybe there are mountains and a volcano somwhere and that's where Bruni and the stone giants live.

No, Ahtohallan has nothing to do with the other spirits. It's just the home of the 5th spirit Elsa. Ahtohallan is a huge deal because Elsa is a huge deal too. She is not just another spirit, Elsa is the leader of all spirits.

It isn't really explained, chances are there's something else at play here which might, hopefully, be explored in a sequel. All we have to go with right now is whatever the director said in an interview and what we can extrapolate from the comics, novels and shorts.
Now, to be fair with user, without that Jenn Lee interview there's more room for interpretation, although the obvious read should be that it's just a memory of Iduna playing on repeat to lure Elsa rather than Iduna herself, regardless of who's responsible for triggering the memory.

Why does it matter? It's a fictional work, it doesn't have to conform to everything in reality like you do when a black person slashes your tires and makes you pay reparations directly in unmarked bills. If you're gonna question all that then you need to question why Elsa has ice powers, how her ice powers work, how does she generate ice in the first place, why does covering her hands up in mittens stop them from working when it should cause the mittens to freeze over her hands since she's technically still touching an object and on that note any and all clothing she wears also freezes unless she always encases herself in a sliver of ice or snow at all times to act as a buffer between her skin and whatever she wants to wear, why is she able to create living and independently sapient snowman who sound like The Flash from the recent Justice League movie, among other questions that are never once answered in the Frozen franchise.
You see? You should just abandon dangerous thoughts like that because it only leads to an endless chain reaction of questions that don't matter in the end and contribute nothing of actual worth to the movies once answered. Turn your brain off. Enjoy the movies for what they are.
