I always considered it the worst cartoons every but I binged watched it a few weeks ago and now it's one of my favorite Adult Swim shows.
But it's very hard to recommend. The whole thing is sort of a big in-joke and if you're not in on what the creators are doing, you won't like it. And even if you're in on the joke, you still might not like it.

I've always interpreted that line to be about the show itself delivered to the show's creator and maybe its fans. I think that makes sense. Some of the people who worked on the show has stated that its supposed to have some meta-commentary on Adult Swim and how their shows work.
Some people won't understand the show, a lot of people won't care or say it isn't funny but if you like it, that's good enough.
So whats the joke?
First thing I've ever seen of this show. Honestly seems pretty funny. That kind of awkward humor works for me.

Its abstract shitposting that centers around someone's crippling alcoholism and hallucinations
I still think there's a semblance of structure and subtext to it behind the shitposting facade, it just needs someone obsessed enough to mine it
There's already some solid analyses of Xavier: Renegade Angel out there. If people can take some time to meditate upon the subtext and themes of that show, 12 oz. Mouse can certainly be tackled.

I love that the show itself induces this kind of investigatory thinking, even if it was all for naught in the end. the ending scene was beautiful none the less though

The original series was great.
What I've seen of the new, upcoming one, it seems not so great.
It really isn't. It has it's moments, sure, but it's not worth the rest of the slog

The entirety of the show takes place inside of a simulation which is, in itself, inside of a larger simulation. This is why the simulation that Mouse lives in is so crummy- the AI can't handle that. The cardboard city? The crude drawings? That's not stylization, that's what everything inside of the system literally sees.
Liquor and Rhoda are the AI, left and right brain. He and she are not real beyond the simulation, but encouraging Fitz to drink keeps him from realizing that it's all fake.
Shark and Rectangle are enemy agents trying to kill Fitz from within the simulation, and Clock is a virus. Clock's whole thing is that stopping time will cause the simulation to malfunction Rhoda dies to disable half of the AI's functionality. Blue Peanut Cop and the horrible woman that I don't remember the name of are ally agents attempting to foil Shark and Rectangle's plans.
What else do we wanna know about?

an absolute surrealistic masterpiece
i have my doubts about season 3 though.
I thought everything was wrapped up nicely which is partly why I hated the Invictus special.
