Every thing else is because Demarco spent the budget on other shit like the DEEN Rick and Morty and what ever else he has planed.
AT&T restructuring things probably took away a lot of AS's budget. Especially for Toonami and anime in general since AT&T is trying to consolidate their content in steaming platforms: Crunchyroll is where all the hot seasonal anime go, and anything popular or with staying power goes to HBO Max.

2. AT&T assuming full control over Warner, and making Crunchyroll the priority for anime

>the hd stand enter the lab and tooru notices something is wrong
>yasuho catches a glimpse of tooru before joshu rushes outside to her holding the new rokakakakakaka plant telling her something terrible just happened but he's going to help her
>cuts back to josuke and rai in a standoff with the hd stand
>stand is refusing to fully enter the room, josuke and rai refuse to pursue it
>hd stand then unravles a bamboo sheet and slams it on the floor
>a rock bug leaves the sheet and goes into the floor
>it build a fucking miniature crane out of the wood planks in the floor and uses it to attack josuke, who blocks it with a stand rush
>since the bug was released by the hd stand, it counts as a pursuit against him, and josuke recieves a cut on his shoulder for it
>josuke and rai now are forced to somehow stop the hd stand and the rock bug with directly fighting it
>chapter ends on the hd stand taunting them on how they don't have the new rokakakakakakakaka and that he soon will
