The frogs are celebrating that another member was caugh.
They have sent a homosexual frog to deliver a message to an Older Frog who paints himself in orange and he's asking for women and children to kill them.

Cyril Sneer. He's an aardvark. At first he's a pretty standard environmental cartoon villain, concerned more with his own selfish goals and ambitions. Though, as the show progressed he gets more moments of sympathy and is a likable character in his own right.
