How to improve Luz Noceda as a character?
Make her being a Dominican-American actually affect her character
Make her white.
A bullet.
Make her fat
It's hard for me to say because conceptually shes super boring (good-natured pacifist kid who likes almost everything and is pure of heart) but it would have to be one of two things.
One, gives her some edge to her character that makes her stand out. You don't have to turn her into some miserable life hating edgelord, just make it so that she goes through some shit that tarnishes her view of the magical world a little bit. Not enough so that she makes a 180 in terms of character, but enough that you can tell shes different from how she started.
The other way would be to give her actual stakes and a role in the story. Make it so that she's trapped in the Boiling Isles until she does a specific series of tasks to get out. That way we get invested in her story and everything she does because its all for a bigger goal. Even filler episodes can have her do some things that can help her accomplish what she wants.
Shes Steven 2.0 right now, and I don't think that's gonna change

The plot is however kind of dull and rather boring. Shake up the plot and let her shine.
Yeah, it's everything around her that kind of sucks. Not that she's that interesting herself, but a nice character design and okayish motivation go a long way.

It'd be a pain for writers if all these fashionably brown characters had to specifically fit into the show they're in.
It's hard for me to put it into words but I never felt much interest in her as a character
as said she acts like a more nerdy Steven type of character, but she isn't all that smart she's just into stereotypically nerdy things.
But even Steven feels like he has more nuisance to his character, most of the things she does are extremely predictable or at least don't break the mold for her archetype in the slightest.
Look how Amphibia handled it. The fact that Anne was Thai came up a couple of times and had actual impact in episodes. In Owl House the only thing her being Dominican did was have her speak Spanish twice in the first episode

Eh, I don't know. The remodeled restaurant being Thai didn't change anything and the whole "this is khao niew bing a traditional Thai snack made of rice and coconut milk" thing was like something out of a bland educational cartoon.

there's no need to make her heritage a trait of her character. she likes fantasy novels and Amity's lips. that's all we need.
Make her slightly more retarded and lovable but make her actions whip her ass in the end more. She would be a dunce, which is forgivable and a nice quality
I do nothing to Luz but I just remove Amity from the show

1: Removing King from the show would help Luz's character
How? Half of his character is to get her to react to things and talk. Motivations and actions are preceded by her exposition, which make everything dull to sit through as they play out.

2: Give her some stakes
3: About those stakes: Not just a looming threat, but also make us want her to succeed in something. Dont just threaten the situation with "she might get deported from the magic realm" because that can be ignored while any other story is playing out. Instead, add or remove something in her life/wellbeing that puts us on edge every episode as she progresses to get it back. Even during side-story episodes, her life should be affected by it thematically and maybe with some physical representation.
Subject her to severe and permanent consequences for being an inconsiderate bitch.
King's the Merlin. An annoying demon thing just there to drag the MC around, be incompetent, and spout exposition.

Wish they could’ve made the series more so for teens/adults so they could delve a little deeper into the scary stuff. Push the occult loving taxidermy dark witchcraft angel more. Make her a real outcast in the human world, cuz she’s so happy to lucky but obsessed with disturbing shit

Based on her cat hoodie and reading choices, I assumed they’d lean more into the “anime obsessed weirdo weeb” that every school has. Maybe have her learn that real magic isn’t like her Japanese cartoons. Not really dismissing her interests, but bringing them to a more socially acceptable level.
