My interpretation of ivy being cruel to harley in GCS was always tsudere frustration; heres this girl you love/friend who keeps running back to a psycho. As opposed to Harley Quinn solo show where Ivy is just supportive but doesnt vocalize her frustration as much, GCS Ivy was fucking sick of it Who says it has to be wacky? They can be a couple and still be threatening and evil, although Harley has never really be a “villain” lets be honest.

I stopped watching the show and don’t like they’re dynamic because to me all humans start with a inherent worth of 0, with woman having +1 because I’m straight. Gay men is just 0+0 so I’m indifferent about it on screen, plus it’s a dynamic you rarely see so it has novelty. It's not so much evolution as it was a complete dynamic shift. Nu52 Suicide Squad and Birds of Prey actually pick up right after GCS due to them not actually hashing out continuity in the reboot. And yes, Harley has been a real villain on multiple occasions, like her entire original solo series.
There is nothing wrong with portraying villains as capable of having loving, healthy relationships, it just doesn't work with these two villains.

We hang out all the time, and sometimes just like being near each other without even interacting, the way we act sometimes confused people into thinking we're a gay couple. And that is the most sickening concept that is ever presented to me. I may be bi, but not matter how close we are I do not find him romantically or sexually attractive. The same can be said with Harley and Ivy. And because of the amount of socially acceptable interpersonal personality traits women have in this day and age, it is incredibly easy to confuse the machinations of a close personal friendship between women with romantic or sexual attraction.

I was more stating it as the general relationship for the Harley and Ivy characters and their relationship, not for the show itself. Yes, they are gay as fuck in the show.
