I've been struggling to express exactly this.
Why is American Dad more sincere than Family Guy? Is it because American Dad is more grounded in its givens so the comedic actions have more weight?
Like the difference between Stewie wearing a costume and Rodger wearing a costume. One character takes the act more seriously than the other despite both actions meant to be comedic.

The timing is just better. With peter, you know its going to be stupid, and he sets it up by pointing put the fire extinguisher.
We know lewis is crazy but he also behaves like an authority figure half the time as well. You really dont know what he will do. So when he appears you halfway expect a sensible response. Then without mising a beat he smashes the coffee pot.
Whats more it isnt drawn out like peter's. Its just one solid hit that comes out of nowhere.
Its all about that set up and timing. Family guy is too slow on both counts.

most of family guy's characters didn't really have distinct personalities for interactions with other people. everyone just kind of revolved around Peter. Brain and Stewie get spotlight but they're hardly developed in the start. Ironically Meg is the second main character of Family Guy in the earlier seasons

Insane is the wrong word. Roger is committed to his personas as we see in the episode where Stan has to take over some of them.
All of the American Dad characters are all in on their gimmicks. Family Guy characters are all too cool for their gimmicks because the show is very cynical.

Most people will agree Steve deserved some sort of punishment, maybe being punched or even getting his ass kicked by an older, bigger boy. But the fact it was the principal who then laughed at it makes it funny.
On the other hand as pointed out, the gag there is that it's a grown man beating up a girl for more or less no reason other than she's mean to Meg. Meg is always abused by her family. So it's a complete random, but expected moment from Peter
In addition while cutaways can be funny, the problem here is we know Peter is a fucking sociopath who has no problems hurting anyone so it was less funny and more like 'remember how Meg gets abused by Peter? Well here he is standing up for her because he gets to hurt a child'
Because it tries to give personality to the characters. Family Guy is slapstick. American Dad is more like live action sitcom
The best way to describe it is think of any time Peter hurts Meg, it's done as a 'joke'. Compare that to Stan diving on Hayley because he thought she was a burglar. Earlier in the pilor he makes Francine pull out dual machetes that she sleeps with to 'protect the clan'
The joke already is Stan expects to die and trusts someone with two fucking swords to protect the kids. We know something fucked up is going to happen
So it turns out he almost murders his own daughter then plays it as serious
Which leads us back to it: the characters in American Dad are series. In Family guy they're just slapstick

A long, long time ago, this is like, before Family Guy got canceled the first time, a friend told me that Family Guy was like a sketch comedy. I agreed at the time and I thought it was a good thing, because it gave Family Guy a very distinct, unique edge. And I still believe it did, because in those first couple seasons, the jokes were really funny. It was a sketch comedy masquerading as a sitcom, but there was still an underpinning there that made you care about the characters.
It's still basically a sketch comedy, but now the mask is fully off and nothing matters. Also, as pointed out, the pacing is shit and it makes the jokes unfunny.
