The new Frozen book that's coming out in the US next month is already available in France and it reveals that Arendelle apparently has two queens now.

Why could this not be explained in the movie itself? This “important info in books” already happened - for example, the names of the spirits were known only in books (or merchandise).

Frozen 2 really the weakest sequel with a weak story...

Frozen II goes out of its way to make sure nothing within it is understandable. Say what you will about shit sequels like Return of Jafar and Lion King 2, at least they told coherent, satisfying stories.

It seems really clear to me. I never took French, but I understand deux souveraines is two sovereigns, IE two queens, and between cognates and grammar structure, the rest of the wording is pretty clear - Anna rules 'la ville', and Elsa is responsible for the 'Fores Enchante'.

There have been plenty of nation states with two or more effective rulers working in concert. The geographic divide makes it easy.
