Batman: Legends of the Dark Knight began publication in November 1989, many of the stories follow the tone of Frank Miller'sBatman: Year One. The series differs from other Batman titles of the time. The creative team rotated with every story arc and the stories stood alone, unlike the inter-connected nature of other Batman comics. Initially the title ran stories contained to five issues, often with more mature topics and sensibilities than the other Batman titles. After issue #20, the number of issues for each story began to vary and occasionally tied into crossover events.

DC had solicited a new collected series, starting with a volume that collected issues #1-15
But they delisted it back in 2018 and have not re-listed it. Some of the LotDK creators had negotiated royalties in their contracts, which was something DC did with a lot of creators during the Bronze Age to try and attract more talent away from Marvel. But DC doesn't want to actually PAY those royalties, which is why past LotDK collections were so haphazard and likely why that 2018 collected edition Vol. 1 was cancelled.
Until DC actually decides to spend the money to pay the creators what they contractually promised for reprints, we aren't likely to see a complete series collection for LotDK (along with a lot of other Bronze Age material).

Bruce investigating crime scenes as a civilian reminds me of the earlier 40s Batman stories, he'd often do it
