1. Born with your powers/abilities/nature (this gets fuzzy with in utero engineering as the original meaning referred to birth, but the intent was to separate them from mutates, and arguably someone engineered in utero was a mutated fetus, not a mutant...for simplicity's sake this fuzziness is ignored and you're still a mutant).
2. What you are born with isn't an inherent aspect or ability of your species (ergo demigods and half-aliens are excluded) OR if it is your level with it is inherently unnatural, like acquiring magic or psychic powers without training
Inhumans with enough blood to undergo Terrigenesis can do so from birth so they meet both standards.
Mutant is a very confusing term in marvel, considereing it came from mutation, every super heroes and villain should be considered mutant.
How about a classification, kind of like :
>Mutant type-X standard= possess the x gene, power awaken at puberty.
>Type-X peperit = x gene awaken at birth ( like Madrox)
>Mutant type-I = inhumans, need those weird gas to awaken power.
>Mutant type-A = Humans altered by exterior element.
>Mutant type-AG = humans altered by gamma rays (feel like it should have a category on it's own).
>Mutant type A Heriditarius = humans born with powers without x genes, doesn't need the aid of weird inhuman gas. Descendant of an altered.

Someone that has undergone mutation is a mutate, not a mutant. Marvel hard differentiates the two.
