HIM wins. Here is my logic.
HIM while he occasionally gets beaten up by the PPGs is often depicted to be powerful enough fight them off or even win such as when he took over the future. A lot of the time the girls don't outright beat him in a fight instead just ruining whatever plan he had. So being on par with the PPGs is much more impressive than Aku losing frequently to Jack who is much weaker and slower than the PPG.
While Aku resists physical attacks he has been defeated by spirits such as the elementals. HIM with his reality warping might be able to find a way to harm Aku like the elementals did.
Basically HIM scales to much stronger characters than Aku or Samurai Jack and his reality warping abilities could probably bypass Aku's durability and regeneration.

I haven't watched much of PPG so correct me if I'm wrong but doesn't HIM get beaten physically, punches and kicks? If so he probably wouldn't survive aku considering he could do pretty much the same and more, laser eyes fireballs and whatever creature he wants to become meanwhile Aku himself can't be harmed without the sword or some sort of power of light/good whatever hero shit

Depends. In the episode where HIM takes over the world after the girls went into the future by accident, they attack HIM brutally, crashing his body into the ground and shit to the point they got tired. HIM then got back up and mocked them, like nothing. Other episodes he does get hurt but nothing that ends him.

HIM is weird insofar that he seems to kind of play along with his own established rules. Like if he makes a plan where he endangers Townsville by making any DnD-esque move apply to the town somehow, he can be defeated by outsmarting him, and even though he could in theory still win, in practice he'd resign the campaign. Aku is brutal, ruthless, chaotic evil but HIM is more like a self-imposed lawful evil.

Strange, HIM seems really inconsistent, when he isn't fucking around he seems strong as fuck though Aku can pretty much be the same sometimes. However between the two I think Aku would be the of the two to stop playing games at that point I think Aku would eventually win

The majority of his fights are only for the sake of runtime, the one time the girls actually had a protracted battle with HIM their physical attacks did no lasting damage and he just laughed it off
