I honestly don't care for any of the current legacy characters so it doesn't matter to me. Wally got raped by DiDio and is an afterthought compared to Barry. Kyle and Guy are shafted by Jessica and Hal. It would be surprising if they are even mentioned at this point. Super-man ended and its doubtful we will ever see him again.
A lot of the recent legacy characters are fine. Jessica Cruz, and the entire Justice League of China, were all great. The problem is this event bullshit and Dan's clubhouse of writers such as King, Bendis, and Snyder

AT&T actually sees the comics as having value according to insiders so they might (*might*) actually put someone in there who's interested in nurturing actual stories and characters.

No, it's because it's simply not worth it to care for Disney. Marvel is a tiny, tiny part of its empire and is only valuable as an IP farm. Even a successful comicbook series is pocket change for Disney.
Disney's only concern is that Marvel doesn't do something to tarnish a brand. Beyond that they don't give a shit what the comics do or how they do.

Editors don't care about story, they take a "big picture" approach and just come up with directions that will "excite readers" and then let the jobbers worry about the details.
This is why writers are driven out of the industry over and over again unless they luck out like Snyder, King, etc. and get special treatment. And even they have to wrestle with editors a lot. Morrison, Rucka, Waid, eventually all of them couldn't take it anymore, and I bet you anything Snyder is next to get out. Even Johns probably would have left if he didn't get into movies and TV instead.
All this while the same group of editors continue to be in charge year after year for literal decades.

You prevent stagnation simply by making good original stories that stand on their own rather than being lazy continuity serving filler issues e.g. the ongoing Green Lantern run with Grant Morrison writing.
What DOESN'T prevent stagnation is having a corporate planned reset where all the writers have to follow a bunch of stupid new circumstances like Wally West is using quantum physics powers from Watchmen to alter timelines basically as the new version of Superman punching continuity.
What it appeared to be was something akin to Superman/Batman Generations, where DC canon took place in more or less realtime since the Golden Age, with an "everything is canon" approach.
The most recent events would be moved back to take place circa 2000-2005
The actual event/status quo itself would be that the DCU jumped ahead 15-20 years from the current status quo to the "present day", with legacy characters taking over the mantles, though the only ones we knew about were Luke Fox becoming Batman and Jon Kent becoming Superman.
Presumably, the current series writers would individually explore what happened in during that skipped time and write new stories with these characters.
One rumour was that Damien essentially became evil/rogue and would be the villain of the Batman title.
