I want to make a show where every character is voiced by a voice actor of a differing ethnicity. Whites played by blacks, blacks by white, Chinese by Mexicans. Hell, I'd even have more male actors voice some female characters and vice versa.

Chances are the choice was to step down and gain some "brownie" points or have the characters be killed off and introduce new PoC ones and then "leak" the story that the reason they were killed was because the actors didn't want to make way for colored actors to take take over tanking there reputation

If the studio pressures their voice actors into "stepping down", then no. They don't have a case because they did it "willingly".
