A lot of boob size is genetic. You don’t need a high body fat percentage to justify it.
They’re larger on average than in real life, sure, just like most fictional characters are generally more attractive, taller, etc. on average. If we’re complaining in regards to realism, I have more of an issue with them not having enough muscle on them to justify kicking as much ass as they do.

I have an issue with male characters having a professional body-builder's physique when they are strong for reasons that have nothing to do with muscle.
Realistically male heroes should have strongman bodies, not bodybuilder. And characters with superpowers have barely any reason to be in a good shape in general.

Another reason why the big 2 should have fixed character models that artists and colorists are instructed to stick to, so everyone looks consistent, even allowing for artists with different styles.

To add on to this, there are plenty of superheroines that are more modestly endowed. OP, even a few of the women in your post have “reasonable” busts.
Also, historically it’s just something people have found alluring. Why not complain that fictional characters are too pretty/handsome on average to be considered realistic while we’re at it.

It's like ancient mythology. These are our modern day gods and goddesses, so they have idealized, even impossible bodies because they're literal physical perfection. Wanting them to look mundane, normal or 'realistic', or to be fat and ugly is stupid and completely missing the point.
