Haley started out as the foil to Stan. The hippie liberal daughter vs. the Bush-Republican dad. That automatically gave her more importance than Meg.
They still kinda did her a disservice though. It always felt weird that Steve and Stan had these fleshed out friend groups when Haley only had Jeff and Reginald, the latter of whom was only around for a couple episodes.

Yeah it is. It's actually a problem in several shows. Homer has Lenny, Carl, Barney and Moe while Marge only has a couple episodes with Ruth Powers. Bart has Milhouse, Nelson and Martin while Lisa only gets guest star characters that disappear after one episode (Janey doesn't count because she doesn't really have any character).
Peter Griffin has Joe, Quagmire and Cleveland while Lois doesn't have anyone (iirc).

Meg (and Chris) in Family Guy are barely main characters. They do get their episodes occasionally, but more often than not, they're used for gags and nothing else.

What the fuck does Meg have? She didn't even have much to begin with aside from just regular teenager problems and recently just being ugly as sin. Compared to the rest of the cast she's kinda boring. They'd probably have to create a brand new thing specifically for Meg before she can become an interesting character able to carry her own episodes.

I wonder why this is a thing. It's not like it costs them a great deal of time. Female characters always seem to get the raw end of the deal. And they're not even real. It's not like the creators have no power in the situation. It reminds me of that problem with Shounen, where female characters exists to be love interests, nags, or mothers.
Sure, but do those two count as friends? They're really more like family.
