Who Framed Roger Rabbit had some real sneaky animators. Baby Herman's middle finger, Betty Boop's tits and of course the infamous Jessica Rabbit scene.
Pic related was forgotten about for many years since it was only in the original theatrical release, the Laserdisc cut it out. The other 2 scenes were censored in later releases of the VHS/Laserdisc, DVD, BD, etc.

With Totally Spies, that's par for the course. It was basically Creators' Fetishes: The Animated Series. With Betty Boop there, censors rarely have the autism to look closely at each frame for easter egg type stuff. Lots of stuff has been snuck in over the years, particularly before the days of digital production.

The naughty cels in WFRR were only in 1 or a few frames each, so you can't see them in motion. What they didn't count on is that people could do perfect freeze-frames on CAV Laserdisc.
As previously mention though, Betty Boop's breasts were filtered out before the home video release. In France there was a completely uncensored TV-rip version from the early 2010s which is when we found out about that frame.
Another infamous instance of this would be pic related from The Rescuers, which got recalled by Disney before anyone else found out about it. According to them some mad lad added this in post-production. (not an animator unlike WFRR)
I wonder if this is on any 1977 theatrical prints.
