I'm no expert on these matters but I think the situation is a little different because Tangle and Whisper are part of the modern Sonic banner.
IDW Sonic isn't a completely separate branch of the franchise like Boom Sonic or Movie Sonic, it's all under the modern Sonic license.
I mean, is explicitly just movie shilling while T&W's event barely even references the comic.
I don't think this means they'll be showing up in mainline games anytime soon, we barely get any of the game cast as it is, just pointing out the situation is a little different. Wouldn't surprise me if they show up in the next Mario and Sonic game or something even as just NPCs.

But IDW Sonic isn't meant to be a whole different sub-franchise like Boom or the Movie, it's all part of the modern game Sonic brand.
