Is there any reason why a lot of 90s-early 2000s Dark Horse comics are fixated on 1940s pulp era tough guys? Not just pic related but The Mask wears a zoot suit and Sin City is a complete throwback to pulp and film noir.

Dark Horse's bread and butter in the 90s was really sci-fi, especially the Aliens license. That made up nearly half their comics catalog at one point. But really all Marvel, DC or Image wanted to publish was EXTREME superhero stuff so Dark Horse became a haven for creators who wanted to publish other stuff like pulp/noir, horror, crime drama, etc. Their only real competition at the time was Vertigo so they were able to attract a lot of talent and Richardson's business savvy with licensed comics and manga created a steady revenue stream for the company so they had more freedom to publish niche material.

Arguably nobody alive knows more about the business side of comics than Mike Richardson. Even though they haven't pulled out completely like DC, DH has been quietly side-stepping Diamond for years now. Case in point, the Stranger Things #1 comic looked like a complete flop on Diamond's page because they only got 60,000 copies to distribute. The total print order of the comic was actually 162,000 issues, the majority of which where retailer exclusive variant orders to stores like Game Stop and Hot Topic.

Just complimenting on what you've said, but I think Mike Richardson's own interests fall into crime and horror comics and pulp literature, as well as many of the late 60s-early 80s creators which were the people he was friends with from their fan community years (and the guys he first got to work for DH), so maybe this also plays in some part.
