It was still really early in Venom's visual history. They weren't really sure how to animate him yet. Making him reptilian seemed right at the time.

Venom has had lips really early on in his appearances, and the reflection was probably a model sheet idea they took too literally in every scene.

He was rarely drawn with a closed mouth. Animating required them to figure out tings like how that should look with little reference material, because you need that for proper looking lip synching. The venom movie had a similar thing where they had to depict his mouth closing to pronounce certain sounds
