No, they were not, they were a mish-mash of all historical empires and were intended to be a study on our own government and the borders of authority. Lucas's original plan, which made it into the radio version and the novelization, also had the idea that the Emperor was a puppet, and the real power was Tarkin's military junta. In the radio drama Vader argues that they need to consult the Emperor before taking such a drastic step as the destruction of a planet, and Tarkin silences him like a boss. In the book it was also established how the Emperor was a puppet of the military (which was later retconned to be in-universe thoughts). But for all the historical references, the Empire vs Rebels conflict was really about Vietnam, and ROTS much later was about Bush mobilizing support for the government against the vague "alien" Muslim threat.
