Because the reason why Ba Sing Se resisted 100 years is that the fire nation couldn't directly invaded it, there was a big desert between their holdings on mainland earth kingdom.

I might be remembering wrong, but I don't recall the fire nation fleet being steam powered at the time, not to mention going through a whole ocean would be quite risky.
