Zaheer believed that the only order was disorder, in the sense that everyone should be free to rule themselves. He literally tore down the walls between the classes in Ba Sing Se and killed the Earth Queen.

The problem is hes shown to only care about destroying order, not improving anything for people and he did not say anything about people "ruling themselves". Hes more similar to the second season villain about mindless chaos

He wanted to have a world where only the strongest survive. It had nothing to do with improving the lives of people, simply making it fair.

Again, when did he say anything about fairness? You cant find anything about his social ideas because they dont exist. Hes like a spirit of chaos rather then an believable human being
