I don't quite get why something like Suicide Squad works with villain protagonists but an ongoing of a single villain or pair of villains, seems like a no go. Also Sirens worked to me and they were all villains then. Is it a three villain minimum? Plus if they are trying to clean up Harley's image and make her a hero, why keep her on SS?

Well, Batman has been trying to get Harley off the Joker train since the animated series.
...but recently DC has decided to take it into a full swing cringe girl power direction, when really what Harley needs is to be saved from the pitfalls of living a life of crime. The BTAS episode where she has her day out is a good indication of where her character needed to go to get her real life back on track.
Instead, she's been allowed to keep being a delusional psychopath and wear the makeup for marketing reasons. She is no longer a real character.

They want Harley the antihero but she can't be that if she's with the Joker. That's pretty much it. And honestly her being with the Joker got old and they were never even together most of the time in the animated series.
