Sure I suppose. But even then would depend on how fast The Flash was going, but even at his weakest incarnation you would get smoked every time.
If you had a freeze time power, you would probably have to trigger it somehow right? Your ability to freeze time wouldnt be "on", all the time, obviously. Otherwise time would be frozen 24/7. So you would have to trigger it somehow, whether it be a button you press, a mental link, a magic wrist watch, a spoken word - something.
So there's a requisite, unavoidable delay from your first thought to freeze time, and then actually doing it.
Flash would incapacitate you in the time it took you to go from thinking "I need to stop time now" to actually activating the mechanism.
