Cyborg can totally be on the JLA, just not a founder. His issues stem from lack of solo material, and being lumped on teams for long. Furthermore, its kind of a disservice to his character because as a result he's the team bus and plot device since he's half Mother Box now.
Why not Vixen? She's got a cool power set, and it helps even out the male/female ratio on the team

The Justice League book should take notes from DCAU's Justice League Unlimited. What I mean is that practically every DC hero is on the team, and the book shifts plots/focus between small random gathers depending on threats. The current issue with the JL book is that they keep scrambling to think of huge threats that warrant the entire main 7. Forget that, have a "main 7", but each coordinates with lower members. Like for example Flash is having an issue in central city, possibly magic, so he asks Zatanna to tag along and one or two available members for backup. There. Doing it this way will provide writers the creative freedom to write the stories they want, not necessarily event tier nonsense
But you get my point. Wonder Twins by Russell sort of had the right idea, the entire JLA is more than just 7 people, and they coordinate staff based on threat

The Justice League and the Avengers should both be a combination of big A-list solo book heroes, and B-tier heroes whose home title is that book. A 'Big 7' Justice League team or a team with Hawkman, Atom, Zatanna, Black Canary, and Red Tornado, and so is a team with Blue Beetle, Booster Gold, Fire, Ice and Guy Gardner, but you don't want a team with too many OCs and lower-tier new recruits.

I think that people that say that are just looking for an excuse to complain because Cyborg is obviously one of the most popular and well known DC characters out their when you take in consideration his TV and movie credits. Especially from Teen Titans Go! he's literally been on tv everyday for 7 years.
Yeah. I think that my main beef with DC too is that it seems like his time as a Teen Titans in comics didn't count. Deathstroke could also be a Cyborg villain since he kidnapped Sara Simms and also Brother Blood since he killed his girlfriend Marcy.

Cyborg became a JL member around the same time together with Nightwing and Troya. Nobody complained about it back then. People only complained about it after the reboot because they made him a founding member and erased his history with the Teen Titans.
