It's no obvious? He would have first access to the next Avatar: Train him personally or kill him. Alternatively, do like Zhao had planned and not actually kill him but keep him locked up and alive for as long as possible but "just barely." Fucking people need everything spelled out.

I mean I think even Roku says that if Aang fails after the comet thing there will be nothing that he or any other avatar could do to really fix everything again. So I imagine that, even if Ozai killed Aang outside of the avatar state + he got reincarnated, he would still have at LEAST 10+ years to complete and cement the fire nations takeover of the whole world, and by that point the avatar wouldn't be able to really do anything.
Aang dies, avatar is a baby waterbender either from the broken southern tribe, the dumbass swamp tribe, or the isolationist northern tribe. By the time the kid ever becomes a threat he'd already have conquered the world. Plus the kid couldn't' learn airbending properly, and might not be able to find a good firebending teacher without becoming a fire nation puppet.

How exactly does anyone know killing the Avatar in the Avatar state ends the cycle? It's not like it's happened before or else there would be no Avatar.

Same way they did before: "hey, who was having a baby at this point in time?" Then they go and do the toy thing. It's a little more time intensive if you can't just keep yourself to one geographic region, but the world was also growing more modern and bureaucratic, so by the time Korra was dead they're probably records to go through for this too.
If anything it'd be easier to find the Avatar since the cultures are all mixed up and benders can live in close proxmity to each other. So a bender can screw around and discover they can shoot TWO different kinds of energies at once. And then, the White Lotus comes in and fucks them up socially again.
