The name is a holdover from when it was a series about Goofy as a Scoutmaster; it went through several phases with that basic concept before shifting over to a straight sitcom format.
At one point, the scout group would have run into things like weird monsters and ghosts which is probably where some of the odder episodes like the dragon came from.
